It is an automatic enrollment when you purchase a home.  Often the Title company will collect the first years dues at the time of closing.  It is the Titled Property Owner on file that is the member.  Membership is not extended to renters of a home in the HOA as far as voting rights are concerned.

Statistically, homes in an HOA retain their value better.  This is taken in to account when financing or refinancing a home.

Dues are collected quarterly.  Bills are sent one month prior to due date.

When a Homeowner is behind on their due payments, certain steps are in place to collect those dues.  These steps are taken by the Attorney on behalf of the HOA.  The HOA is invoiced by the Attorney and has to pay the bill.  That charge is then added to the specific Homeowner’s account.  If and when the Homeowner becomes current on their account, the HOA recovers those fees.  The fees can be for demand letters, credit bureau filings, title searches, property liens and so on.  From March to December of 2009 the HOA paid $6400 to the Attorneys for these types of fees.
